A new Book ... and yet another colour!

As we have announced already, conformance testing is a major item for the DLMS User Association. Therefore, the series of "coloured books" has been extended; a new Yellow Book is available for members of the DLMS UA. An excerpt can be downloaded from www.dlms.com (Documentation). The tool will be demonstrated at the Metering Europe 2001 Conference and Exhibition, which takes place in Milan / Italy from 9 to 11 Oct. 2001.

The other coloured books, the Green Book (Three Layer Connection Oriented Architecture) and the Blue Book (Identification System and Interface Objects) have also been updated.

There are also interesting news in international standardisation, to which the DLMS UA is a key contributor. The main development is the IEC 62056 series standards, which contain the various parts of the DLMS/COSEM specification, the protocol layers and the object-oriented meter interface model. They have been completed and are ready for the final approval (FDIS). The following parts have been sent to the National Committees of IEC:

Part 21: Direct local data exchange
Part 42: Physical layer services and procedures for connection oriented asynchronous data exchange
Part 46: Data Link layer using HDLC protocol
Part 53: COSEM Application Layer
Part 61: OBIS Object identification system
Part 62: Interface objects

CEN TC 294, the European standardisation body responsible for data exchange with gas, water and heat meters, has also selected the DLMS/COSEM specification. The DLMS UA Blue Book and Green Book have been adopted and documents developed by IEC TC13 are referenced as the basis of the proposed European standard EN 13757 "Communication system for and remote reading of meters - Part 1 - data exchange". This document will enter the enquiry status in September 2001, following the plenary meeting of TC 294 in Vienna.

IEC TC13 has held its plenary meeting on June 18 to 20 in Winterthur, Switzerland. To put meter data exchange in a wider context, a presentation has been given about requirements and trends for data exchange between various equipment, technology and business processes, with focus on data models, use of the internet and issues of data security. This also outlined the next steps of WG 14, namely adding new lower protocol layers to support various physical media and work on data security.
