Is DLMS/COSEM an open specification?
The DLMS/COSEM specification is open and it is available without discrimination to anybody.
The DLMS/COSEM specification has been developed by the DLMS UA. It is included in the “Blue Book” and the “Green Book” of the DLMS UA. These books are available to all DLMS UA members.
The specification has been offered for international standardisation to IEC TC 13 for the purposes of electricity metering and to CEN TC 294 for the purposes of utility metering other then electricity. The IEC 62056 series of standards – parts 6-42, 6-46, 6-53, 6-61 and 6-62 have been published in early 2002. The EN 13757-1 standard is expected by Q4 of 2002.
In addition, the DLMS UA has developed and maintains a conformance testing and certification scheme, providing equal terms and conditions for testing implementations. This is described in the “Yellow Book” and it is also available for DLMS UA members.
