What is the purpose of the public client?
The purpose of the public client is to support the retrieval of the structure of an unknown meter.
The Client address 0x10 is reserved for the public client. The management logical device, having a reserved upper HDLC address 0x01 must support an application association to this public client with lowest security. The SAP addresses of all logical devices can be found by reading the SAP assignment object. The list of objects available (in case of SN referencing, with their base names) and the access rights to their attributes and methods can be retrieved by reading the object_list attribute of the application association.
